I think the best time to visit Delhi would be Feb-Mar. There are lots of places in Delhi to see like Red Fort, Kutub Minar and yes do visit Rashtrapati Bhawan's Mughal Garden which is opened for public in Feb-Mar. Just confirm the exact date with tourism dept. Never been to Agra so can't tell you much about Agra.
